Change:	When 2004 rate is lower than 2000 (entire 2004 CI is lower than [does not overlap] entire 2000 CI), shown by "-1".
	When 2004 rate is higher than 2000 (entire 2004 CI is higher than [does not overlap] entire 2000 CI), shown by "1".
